Romanian B1 language proof: what to check before booking an exam

The practical first step is to establish which language-proof rule applies to your file. Do that before paying for a course or exam.

Read the accepted-proof list

The official Article 10 checklist lists B1 certificates from specified Romanian institutions or qualifying records of at least three years of Romanian-medium education. It also lists exemptions for former Romanian citizens and people aged at least 65 at filing.

The portal describes transitional arrangements for submitting proof later. Confirm whether those arrangements apply to your application and the exact deadline with the authority. An extension is not the same as an exemption.

Questions to ask an exam provider

• Who issues the certificate, and is that issuer accepted for this application?
• What skills and identification checks are assessed?
• When are results and the certificate issued?
• What is the total price, including any retake?

Keep the answers in writing and allow time to receive the certificate. I do not publish a universal time-to-B1 promise: starting ability, study time and assessment results differ.

If official messages conflict

Keep your submission receipt and every written instruction. Ask the receiving authority to clarify the rule for your filing date and route. A contradictory message is a reason to seek clarification or legal advice, not proof that a statutory requirement has disappeared.
